Failed smog, need help plz

Well I finally went to smog my car due to registration. Anyways it failed. The reason I failed were due to the following:

The following monitors were not ready: 3
Catalyst
EGR system
Oxygen sensor heater

From what I know it looks like if I replace my rear O2 sensors and the egr valve I should have no problems. Am I wrong to assume this? If so I have no clue what could be causing this issue. I do know that I get the dreaded EGR code thrown and I have had I think its code # P0171 for lean on bank 2 but haven't seen it since. I really don't want to take the car to the dealership to have them fix it as it would probably be an arm and leg in price.

Btw the car is in stock form, but has good plugs, wires, and coil. Any ideas?

Cool

From what I've heard,Change the oil(first thing),then change the plugs.Make sure the motor is real hot(the smog sniffer likes a hot engine),don't just drive to the place with a cold car.Let the car sit in the parking lot and idle, let it get so hot as to make the fans come on.Then roll it into the smog check.Never do a smog check with a cold engine(open loop).Hope this helps.

Oxygen sensor heater would mean one of your front O2 sensors is bad. replace EGR valve and the catalyst thing im not too sure about.. which one? if they were just reading PCM outputs then im guessing the bad front O2 sensor is causing the PCM to dump in tons of extra fuel which disrupts efficiency of the cat and triggers the rear O2 sensor code on that same side. but im only guessing about the cause.

It currently has about 45k on the cats and O2 sensors. As far as the EGR valve anyone have a general idea how much that would run me?
