Failed emisions: O2 sensor

Angry Failed emisions: O2 sensor

I live in Houston, TX where we have emisions. I failed because the O2 Sensors were not ready. What does this mean? The car was hot enough. I hooked it up to the scanner after and one of the O2's was stuck on 8 mv. Is it safe to say I need to replace that one? The car still runs perfect with no hesitation or stubble. I have a hot cam and an Ed Wright program. Any help would be appreciated.

If its not moving its probably dead, is it a precat or postcat O2?

It's a pre Cat. I have 2 O2 Sims on the post Cat side.
