Ok I did a search and want to double check if want i'm doing is correct. First I pulled the vaccum line off the valve to verify if there was vaccum (continous open) and there was so this tells me the valve is bad. Should I automaticly rule out the flow sensor because there was vaccum at idle (valve stuck open)? I guess what I really need to know is when is this valve suppose to open ? And then I can determine if its the flow sensor or actually the valve.. Thanks

The round vacuum switch merely senses the flow. It is just there to tattle-tale on the system (required by OBD-II).
The EVAP solenoid is only energized when the PCM tells it to be. It is usually during part throttle conditions.
Make sure that the hoses to the solenoid are not reversed. Upper hose to the TB and lower hose to the vacuum switch. (see your emissions sticker on the radiator cover)
If that is ok and you still detect vacuum through the solenoid at idle, remove the electrical connector and see if the vacuum goes away. If it does, then the solenoid is stuck open.

Shoebox ...Guess after my heads, intake ect. install I hooked them up backwards the top hose was to the flow sensor and the bottom went to the TB.. Darn OBD2 took about 2 months to tell me I screwed up although I drive it on weekends.. Thank you Sir...
