Engine help? Data logs available on request

Engine help? Data logs available on request
So I failed emission horribly .... x2 the allowed HC's
here's what i've done so far:
fuel regulator replaced (for reinsurance, other one was way old and smelled fuel in the vacuum hose, getting fuel pressure gauge to see if it's working properly, autozone sold me the wrong one)
fuel pump was replaced 2x months ago (old one was going out)
tested for leaky injectors, none
engine runs, idles, and goes WOT just fine.
#2 spark plug had me worried, looked a little fouled so it was replaced
I did notice know that I was getting oil in the TB through the PCV vent line (passenger's side)
But never noticed any smoke from my back end ever
So doing some research I made a oil catch can to catch any oil, so i'll stop burning it. Reinsurance again.
I might also have some serve blowby...maybe.. one time I stepped on it and when i exited off the HW and came to a stop I notice smoked out of my hood.
Pulled over and saw that my oil dip stick got blown out about an inch and spilled out all over.
I bought some Bar's Engine Repair, but have yet to pour it in.
If you want, here are some data logs from the car if no one minds to take a look for me. I have no clue (as of right now) how to read these to make any sense out of it.

I also picked up a compression gauge for my cylinders, haven't tested them yet though.
here's what i've done so far:

Also, i know it might seem like I'm throwing parts at it.. which i may be, but i'd like to fix the problem because it's a 2 hr drive to to the DFW area to get tested.
Was hoping the log files might show something or point me in the right direction.
Also my car does go into closed looped at 205 seconds.
the cat is only 2 years old, its a magnaflow hi-flow replacement with y pipe.
More info:
The has slightly been tuned by me, i've leaned it out a bit more (since it was rich from factory) and change the fan settings to come on earlier.
And advanced the spark timing a degree or two
I've read the lower temps can cause high HC, so i put the fan temps closer to stock (205 low, 215 high)
Was hoping the log files might show something or point me in the right direction.
Also my car does go into closed looped at 205 seconds.
