EGR rubber hosing? Maybe your mean hosing on the AIR system? If you could provide the year of the car, someone could help you better. They are not all the same. The search is a good thing to use as well.

Yes. Lose the air and egr. Get a good cat and tune.

It will be illegal if the 95 headers are single-cat headers. Your 97 left the factory with 2 cats. You can not change the number or location. Whether your locality chooses to enforce that rule, or how closely they even check will determine whether you pass of fail. Additionally, IF they do a visual inspection, they are going to look for the CARB-EO tag on the headers, and for the AIR system.

Not clear exactly what you are actually doing with the AIR, since in one place you said "if i block a.i.r" and in another you indicate "there is no egr hook up only a.i.r". Are you leaving the AIR pump in place, and all the tubes, check valves and connections to the headers, then blocking the air flow? Not sure why you would do that, since the AIR system does not hurt performance in any way.
