Questions for you? Do you have any concerns for emmissions? If so, you don't want to get rid of either one of these. Neither of these deletes will gain you any performance and conversely don't hurt performance being in place. They WILL, however, destroy your emissions and, given enough time, destroy your cats if you haven't removed them already. The EGR helps eliminate nitrogen oxide, which is a really bad pollutant (really bad to breath: and no I'm not a tree-hugger!). The AIR is there to help get your cat heated up (helps burn excess fuel) during the warm up cycle. Most people delete these only for looks or because they get non-emissions LTs. I'm not saying don't do it, I'm just trying to make you aware of what would be going on without them.

For the AIR blockoff, you need a 5/8" vacuum cap for the nipple on the intake air duct, and two threaded plugs for the holes in the exhaust manifolds. I think the dual-car manifolds use an M18 thread????
You will need to have the codes deleted from the PCM, and if you have any sort of inspections where they hook up to the ALDL connector, make sure the programmer turns off the "system not ready" flags.
As noted above, there is nothing to be gained by doing any of this.... I built an 800HP nitrous motor and kept all the emissions intact.

I do not really have any emmision concerns, they dont test around here, and hopefully soon it will just be strictly a toy. But which EGR Plate kit do I need, The I, II, or III Plate Kit? I want the one that is specifically for Off-Road Headers only, right? I'm really thinking about NO emmision Long Tubes and an Off-Road Y-pipe. This will get rid of the cats so there is no worry in regards to that problem. But my 1 contraversial question is as whether or not to get O2 sims or setup the ORY to accomodate the O2 sensors. The question I have in regards to this is how is that gunna work for the O2 sensor on the driver's side right past the now exhaust manifold.

You'll need to either have 02 simulators or have the rear 02 sensor codes tuned out of your PCM to avoid the SES light. If you are going to delete the AIR and EGR, you will need tuning for those issues as well so you might as well do them altogether. As for the front 02 sensors, you will need a pair of harness extensions since the harness will have to travel further to reach the 02 sensors on the header collectors. A pair of 12inch extensions should do the trick and run about 25 bucks a piece.
