well long story short i did the mods in my sig and put down the numbers in my sig..i then added comp pro mag 1.6 rrs with isky springs, and ported the stock heads (although the flowmaster catback was hooked back up)..it picked up not even 1 full horsepower..now my question is it went from 13.0ish A/F to 13.8, could this be drastically affecting power...also the O2s were fouled but i wouldnt think that would contribute to WOT power..the tuning is done by pcmforless but my buddy said if i buy new heated O2s he would tune my car with tunercat..can i realistically see a drastic gain with improved tuning? also what could be some possible issues

You have got something else going on there. The 1.6s are almost always good
for 15 rwhp, plus the head work on top of that. Recheck all the standard stuff.
Are you sure your lash is set correctly? With stock lifters you are OK anywhere
from 1/4 to 3/4 turn. Did you have the catback installed when you did the
dyno run in your sig?

i know this thread is a little aged (week or so) but would a lowering of the A/F really compensate for the power loss? i was thinking i would be in the 310-320 rwhp range with the ported heads

The A/F ratio issue isn't helping things, but I doubt that its costing you 40HP. You need to check the valves as noted above, and check for knock retard as well. All those together could account for the missing HP. Did pcmforless "retune" for the 1.6RR's and the heads? A good scan log might help identify the problem, and would help correct the tune if that's a problem.
