Does this sound like a moisture prob?

Ok recently I had a 227/233 cam put in my 94z vert with 9000 miles on it. Well I haven't really put miles on it since the cam. It got a new opti and water pump at the same time as cam. I went to start it to wash it and the darn thing turned over but wouldn't start. I popped the hood and their were tiny water droplets all over in the engine compartment. It has been really rainy this week in michigan. Does it sound like moisture got into the opti? I finally got it to start by the pushing the gas all the way to the floor. I then had white smoke coming from exhaust. I also had a little smoke coming from under the exhaust manifolds or around that area. I drove it for a little while and it started to run better. I started it like 10 times afterwards and it started awesome. What do you guys think it was? It wasn't spitting any codes. I didn't put it back into the barn, I put it in the main garage which doesn't get some much poisture.
