It means not another type of coolant. Water is ok to mix with it, preferably distilled.

Dex-Cool is an ethylene glycol coolant that is free of phosphates... something the O2 sensors and the environment do not like.... and free of other compounds which are environmentally or metallurgically unfriendly. It is available as pure Dex-Cool (100% ethylene glycol and corrosion inhibitors), that needs to be diluted with water. Or, you can buy it pre-diluted, in a 50/50 blend with de-ionized water:

Pre-Diluted Dex-Cool

I've got a '95 Z-28 and I need to flush my radiator and refill, should I use Dexcool or the regular green stuff? The owners manual warns against using an antifreeze that will damage aluminum parts. It recommends GM 1825-M but I tried to cross reference that number at 2 different auto parts stores and neither of them could tell me which antifreeze to use. I have a Haynes repair manual and it says 96 and up use Dexcool, but the fluid in my car now, looks kinda burnt orange but that could be rust. Any suggestions??

All 96 and newer Gm cars use dexcool. My 96 imp had it and I took it out after it clogged my heater core. For some reason dexcool will gel and clog up. I went to green and have had no further problems. I talked a freind who is a Gm mechanic and was told that it can also eat freeze plugs. They have had to do numeruos freeze plug changes due to dexcool. I have also been told that the dexcool helps lub the waterpump but I have been runnig green for 2 years with no problems. If you change just make sure you flush all the dexcool out of the heater core and engine block before adding green antifreeze. They do not mix!!!!!!!

As noted, just make sure not to mix Dexcool with other coolants.
