Could I achieve 400rwhp with this setup?

I'm not sure you're going to be able to pull that off with the stock unported castings.
With a stock bottom end, you just can't turn enough RPM to do it with a hyd. cam.
It won't be easy or cheap, that's for sure.

Getting heads ported would be a much easier route if you want to do it N/A.
FWIW, I had good luck with my LE2 heads and a 22x/23x cam on a stock bottom end.
Managed a little under 400 though a big loose stall. A best of 11.89 with a full-weight car and 275lbs driver.

I'm not sure what emissions laws are like where you live, but if you can get away with them
LTs are the way to go. I had Mac Mids on mine when I first did the H/C; I couldn't figure out why
I didn't have as much top end as my friend's car (similar setup, with LTs)
Switching to LTs was like night and day difference as far as sound and performance.

I was in the same position as you but couldn't afford to go the ported heads right now so i ended up getting a cam package from AI which included everything.. all the rockers, studs, pushrods, seals and gaskets etc for about 1200. Got my intake ported for another 175 i think. prob won't be 400hp but for under 2k i think its the best bet. Joelius is the only other person i have heard of that has the package and he seems pretty satisfied with his.. you can read up more on one of his threads if you wanted..
