Yes, I'm pretty sure it's stuck. First I tried to turn it the way I would think it turns, and when that didn't work I tried turning it in the opposite direction, no results again. I got pliers on it and turned it, and that only ended up ripping the plastic grips off.
I've tried to use a pocket knife (VERY carefully!) to cut the cap off the valve, but that would probably take way more time and energy than I have to spend on this. Is there anything I can do, or has this happened to anyone else?? Maybe something like WD40, or am I just screwed and need to buy a new radiator for ~250 bucks. Yes, I searched, but didn't find anything.

That valve is made of plastic. I had the same problem but managed to take it out with some pliers even after braking off the grips.
Try heating it up with a propane torch a little. A propane lighter might work too.

One quick question, where did you apply the flame? I don't want to melt the thing.

As long as you keep a little bit of distance, you'll be ok.
The plastic will get hot (but don't heat it up till it melts) and should come out right away.
Try applying around it first... but since it's broken off, you'll probably have to apply directly over it. Just let it melt a little bit, then stick a knife in it, let it cool down a bit and turn.

Well I got it up on jack stands, and flamed it for a little while making it glow nice 'n orange. I let it cool for about a minute then just hit the side of the valve with a vice grip, then used the vice grip to turn it. And it turns!
Now to worry about how to get the coolant out of *both* blocks...
