Angry Cooling fans on while car is cold

I have a 95 z28 A4 for the past few weeks when I start the car the cooling fans come on until the car warms up which takes forever since its cold out plus the fans are are. Also the check engine light will come on until the fans cut off. Why is it doing this??
THANKS for the help

You have to scan it. Remember OBDI PCM but the connector is OBDII.

The check engine light is causing the fans to come on. Scan for codes. When you solve the code issue, the fans won't be on all the time.

Check the AIR pump if its still installed, if the fuse is blown, the fans run.

My Fuse was blown when this exact problem occurred to me, I did not know where to begin. Replaced the water pump fuse and everything was working like it should. Thanks!
