Coolant should be close to the top of the neck. If the level in the reservoir never changes, you might have a bad cap. During cool down, the radiator should draw coolant from the reservoir if it needs it. This is dependent on the cap maintaining a good seal and allowing the vacuum break that will suck the coolant back into the radiator. That might not be happening in your case. A cap is cheap. Maybe it is time for a new one.

Hey, a quick ? on the cap,
There are two arrows pointing opposite of each other, one has an S or something like that, I'm not sure as I'm not looking at it. My question is, does the cap need to point a certain way? Or will it work both ways. Could this cause the cap not to seal/function correctly?

As long as one of the arrows lines up with the overflow tube to the reservoir, you are good. It does not matter which one.

i just had a problem where i would have to fill my radiator up every day. It was fine when hot and shot some fluid into the reservoir tank, but wouldn't suck it back up again. I put on a new radiator cap and it's been working great now.
