Cleaning Cylinder Heads, what chemical?

What would be the best solution to clean some fairly varnished/sludged heads? I dont have access to the machine shop because the machinist took a month long stroll to daytona for speed weeks then some time at the beach. The heads are disassembled, all the hardware that will be going on them is new.

Scrape off the heavy stuff and get a gallon of carb cleaner (soak kind) from the auto parts and let it set on it for a few minutes then rinse off with water. Shaazaam
