Re: car wont start
Sounds more like an ignition switch problem. Elminate all the other possibilities first. Since he supposedly removed the vats, put a jumper from pin 86 of the theft deterrent relay(TDR) to ground. This will allow the theft deterrent relay to function with the tranny switch to protect you from starting it in gear. If it still does not crank, turn the key to crank position and check for voltage on pin 85 and 30 of the TDR. If there, bench test the relay or pull another to put in its place. If not there, probe the yellow wire on C200 coming from the steering column.
C200 is the large 48 pin connector located just left of the steering column. And check the connector for the purple wire on C210 which is a black 4 way connector behind the RH kick panel.

Re: car wont start
If you are getting 12 to pin 30 but not through the purple wire even with a jumper from pin 30 to pin 87, than the problem is the purple wire. Ohm the purple wire from the relay socket to C210 and then if need be, from C210 to the starter.
Re: car wont start
Back up and start over. Is voltage at pin 30? Does the relay make contact between pin 30 and pin 87 when power and ground are applied to pin 85 and 86? Is there continuity from the relay socket to C210? Is there continuity from C210 to the starter?
