Car dies at 45mph

hey guys,

I bought a 94 Z28 and my buddy has a 95 Trans Am, both cars are completly stock

my car is really quick up to 45 and then it seems to die. When i raced my buddys trans am we where dead even to about 45-50mph then he just walked away from me. Any thoughts on what could be wrong? his has half the miles that mine has so maybe it needs a tune up? what should I get done? what would be easy to do on my own, I know the plugs and wires are hard to get at. Any tips on making sure the shop actually changed all 8 and not doing 7 and saying the last one is hard to get so screw it.

I s hould also mention that the car seems to have a bit of a rough idle when I come to a stop at a light. the tach will bounce up and down just a bit from say 500-700 then it settles down and is fine.

Also the hesitation is not there at higher speeds, fom say 70mph its just as fast, but from 45-70 its DEAD
