Car cuts out at 5.2k+ rpms, has Delteq, need advice.

The car will completly fall on its face when it his over 5k rpms. Kinda a putter then it falls on its face. I have had this happen both times I've gotten that high. First time was at 95+% throttle, second time was at 10% throttle.

I really dont think the opti can be the cause since I have the Delteq Opti-less igntion.

I really dont think it could be fuel pump or injectors since it does it under low throttle and high throttle conditions alike.

I dont think it can be the coils or the wires since they are both new.

Only thing I can think of is alternator/battery. When I first turn the key on its like around 10 volts, then when I start it, it goes to a little past 13 volts. This is on the factory gauge. When I turn it off the battery immediatly goes back to 10 volts.

Anyone know what this could possibly be?

Thanks,
James

BTW, here is my current setup:

CC306, Crane dual coil springs (good to .730 lift), Comp hardware, Comp ProMags NSA 7/16th, adjustable guide plates, hardend pushrods, comp r lifters, cloyes double roller, delteq, csi pump, jet hot long tubes, ngk tr55 pluges, most all parts are basically new.

the motor is brand new with less then 100 miles. rockers were set while motor was running, i shut them up, screwed down the lock, then tightened as much as i could from that point 1/16th to 1/8th turn.
