Can a random tech cat get clogged?

Hey fellows-as the title said, I was curious about that cause I think that mine is, and may be a factor why I failed emissions. My NOX readings were way high, and I was told that high nox is caused by either a clogged cat or bad EGR. Any way to test the cat before I pull it off? Thanks guys.
