bolt torque on belt tensioner

bolt torque on belt tensioner

I had to replace my belt tensioner. It was just one long bolt holding the hole tensioner on. I am wondering, should there be any washers and what is the correct torque for this piece?

LT1 belt tensioners have TWO mounting bolts and the torque spec is 24 ft lb for them..
