Bolt Ons: Best Bang for the buck?
I could put them in order, but there is no use.
Now, as far as money goes, if it is a BIG issue, the cheapest mod is the cut out, but not the best. You don't see the gains until up high, 70+mph. That is on a dyno anyway.
Nitrous. I wouldn't. If you are a poor college student, then you shouldn't do n2o. B/c if you break something w/ it, you won't be able to afford the repairs. I don't care how safe they say it is, I have seen some of the BEST nicest setups backfire on the dyno.
That is NO fun.
I have to say, if you can afford it, a TC is the best. A stall rocks.
More hp has been gained from that one bolt on, than any other, beside n2o. I don't really consider n2o a bolt on though.
And IMO, a catback isn't really necessary if you install a cut out.
So, all in all, it depends what you can afford. But I think the TC, b/c you will gain around 20-30rwhp w/ it. And paying around $600 for that is not bad at all!
But beware, the OBD1 cars don't like stalls. A lot of people have to get them reprogrammed to lock up, shift points, ect. There is a *fix* out there. Some cars have the issue, some don't. Mine did

Whats a good "Mild" Stall Converter?
is 2800+ alright? So far on my car I have . . . Moroso CAI, No Cat, and a Dynomax Muffler. I have to keep my car reliable. I make a 150 mile trip w/ it atleast once or twice a month. Is a 2800 relatively mild? Will it kill MPG?
Adding to what you already have, I'd say that you should add 3.73's and a set of longtubes. Then go for a stall. That should put you in the high 12s.
After that, throw a cam in it, get it tuned, and run low 12s

The Vigilante people (Precision Industries) recommended a 2600 stall for my stock LT1. A few mods will bump up the rpm your peak torque occurs at so a 2800 would be ok. But I consider re-programming the PCM a must when changing torque converters. I changed all my part throttle shift points and TC lockup and it's really amazing now.

Stick with the basics and have more fun ALL THE TIME:
1. Intake
2. Headers and exhaust
3. gears 373's or 410
4. Torque converter
Not necessarily in that order. And I forgot you'll need some good tires to hook. ET Streets are the way to go. Don't waste your time/money with drag radials. Also a little weight reduction doesn't hurt.

I've sprayed numerous bottles of NX 150-175 shot through my stock LT1 shortblock. Still runs great. Best time below spinning out the hole. With a dyno tune and proper setup you can run sick times on a stock LT1 shortblock.

A TC is a Torque Converter.
