that blue conector on the LT1 elbow

I have a LT1 and I notice that the blue conector is alone on the elbow.(front TB)

what does the black cable that goes attached to it does?

will it be ok to have it like that

The small 90-degree elbow is a vacuum fitting for the optispark. I'm not sure what year your car is, but 95+ cars have a vented optispark. There should be a vacuum line going from the elbow to the optispark.
