Passenger side you'll need to move the alternator. Driver's side should not be restricted. Did you remove the center bolts? There should be 4.

You need to remove the traction controll and throttle unit. And take the 4 bolts out of the cover. I do not see any reason as so why you can not get it off. Maybe you should give some more detail.

I had mine for 3 years before i removed them and who know before that when they were off before i owned it. The thing was froze and it took a screw driver to pry it off. Be careful not the damage anything. I also had some problems getting the gaskets to sit right and one even was off so bad it must have leaked.

Sorry, my 95 didn't have traction control. So, now that the valve cover has been resolved, the next concern is the tap from the valve train.

Can you isolate which valve is making the most noise?

Since you know how to adjust the valves, you may want to run the engine without the valve cover to not only isolate the sound but also see if enough oil is dripping down the rocker. If needed, remove the rocker and inspect the tip and the ball swivel for any excessive wear or damage. Also check the tip of the valve to see if there is any scoring or heat marks.
