Yes, 50-state legal means the part needs a CARB EOD number. I've never seen any mid- or long-tubes with a CARB #.
SLP's, Edelbrock's, and Hedman's websites state their 96-97 headers are 50-state legal. Hooker doesn't have a part listed for dual cats...which is weird, I thought they did.
Switching to a 93-96 single-cat setup is not technically legal.

How hard would it be to fabricate a false carb number and weld it on your headers or something...??? The state emissions guy isn't exactly Carrol Shelby for Pete's sake.

The Hooker SC shorties have CARB# and do not relocate the factory converter. Also, great product IMO. Mine are JetHot coated.

To be emissions legal, the headers must work with the factory Y pipe and the manufacturer would have had to pay for CARB/EOD testing.
