My ideas for a good valvetrain:
Comp 1305-16 pro mag 1.6 NSA rockers=272.00
Comp 7940-16 chromoly pushrods=119.95
Comp 4501-16 studs (7/16)=29.95
GMPP 14011051 guideplates=16.32
Crane 10308-1 valve spring kit (lose the shims)=179.99
GM 10185066 L98 spring seats (use instead of shims)=32.64
GM 12564852 exhaust valve seal=16.84
GM 10212810 intake valve seal=9.84
Comp R Lifters 63-875-16=239.99
Cloyes true double roller adj timing chain set 3145=79.97
Just my .02.

Rocker arm, pushrod and valvespring strength/quality/weight requirements, etc. depend on the cam lobe and rpm range chosen, which in turn depends on the airflow capabilities of the entire induction system. You haven't listed any head info nor cam info, so for anyone to recommend the "best" rockers, etc. would be just a guess.
As has been said many times, get with an engine designer or head porter and ask for their recommendations based on your needs, wants and budget. Free advice is worth what you pay for it, so you may need to pay for the advice either by buying the parts from them or paying a fee.
Good luck.
Re: best ROCKER ARMS, VALVE SPRINGS, AND PUSH RODS ???
As OldSStroker said as long as it works as a system....
Comp Pro Mags are a very good rocker for the money. The Hi Tech Rockers are even better but come at a higher price tag. Going with a 7/16 setup is the way to go, I like the higher quality ARP Race/Comp Hi Tech rocker studs. You can never have a good enough rocker stud. Hi Tech 5/16 pushrods are usually great for most hyd roller setups....
The valvesprings/retainers should always be matched up with the cam, which is the only thing you didn't mention in that setup. Personally I know guys like the 10308 Crane setup but it doesn't fit the bill to me in a good hyd roller setup.

Re: best ROCKER ARMS, VALVE SPRINGS, AND PUSH RODS ???
its a stock camshaft, the 1993 lt1 engine is all stock, rebuilt once before i purchased it... im not having any problems persay, i am just looking to freshen things up a bit in there, maybe add a a tiny bit of horsepower, nothing major... but if its not cost effective ill just continue saving for a whole new engine...
