the best thing you can do is put on subframes.
no hp but will save your chassis. other than that, start from the front and work back. intake/throttle body, headers, exhaust, suspension (rear), and that should put you in high 12 to low 13 range...at it's worst.

Some 3rd gen cars came with a 2.5"(?) 1LE aluminum shaft.
You can usually pick a used one up on Ebay or in the classified section of
most message boards for $100 or so.
Any 1-peice shaft from an 82+ fits.
Look for 5-7rwhp gains on that one and a much smoother ride.
I've had them on all three of my cars and it made a huge difference.

Stall speed is only part of the equation.
(There are some great threads in the drivetrain section of this site)
The idea being to let the engine rev into it's powerband so you can launch harder.

if you go with a converter...get one out of a S-10 with an auto and v-6. i think they came stock set to about 2800 and since it's either used from a junk yard or off gmpartsdirect it'll be cheap. also, if you want gears now's the time to get them too...just on the 4-cyl s-10 in the junk yard. they came stock with a 3.73 gear for autos (i think)

Best HP per dollar thing I did was probably the AI package BUT you need a whole lot of other crap before the car is ready for it.
The best way for you to get meaning ful info here is going to be to tell us what is done to the car and where you want to endup, we can then help you fill in the blank in preper order in between.
