383 LT1 + sleeper type cam (114 LSA) + quieter exhaust + cats + making it look like you have AIR + throwing no codes = pass emissions in Atlanta, GA?

As long as they don't throw you on the rolling dyno, yeah.

Should not be a problem at all with the right parts and tuning

 

Just get an address up in North Ga then get your tags for that county. Its cheaper and no emissions testing...

 

Put the stock exhaust manifolds back on too. Should help a bit.
