Adjusting fuel pressure?

A couple of questions....I am in the process of switching intakes over. The one I am putting on has a adj fp reg on it. The person who had it, had the pressure up yo 49psi ( running a blower ). I know I need to get mine down to the 43-44 range. Can I do this without the car running? I have my PCM apart being re-programed by pcmforless but want to get as much done as I can while its away. Will the car crank over without a chip in it? Will it hurt anything? Will the fuel pump run and be able to adjust the pressure in this state? Thanks for the help!!

NO the car will not run without a PCM...You'll need to have the car running and a fuel pressure gauge to change the fuel pressure. Without a gaugues and the car running you are just guessing completely.
