accelerating

i test drove a 94 camaro that i might buy today and it was awesome, but the only problem is at very slow speeds when i hit the gas it wouldnt really accelerate. mebbe i was just not hitting the gas enuff. afterall it wasnt my car so i was driving extra carefully. either that or something is wrong. what could it be if anything. has anyone had this kind of problem. it could b the transmission fluid, but i think he had that replaced not too long ago. hmm any help would b great. thanks

it acts that way in 4th gear because the torque converter is locked up.
