what should i get to get the most horsepower gains i can only spend 600 and i already have full exhaust and cai? thanks

I have a 1996 camaro z28 with full exhaused and cai i was wondering what i could do to get the most horsepower gains and i can only spend 600. thanks

headers 1.6 or 1.7 roller rockers and springs. suspension would be a real good investment. electric water pump gears. all would be nice upgrades and yeaild power or the feeling of power
