Here's my problem. I tore the motor down due to oil pressure dropping to low at idle when warned up. Turns out I spun a rod bearing and it torched the crank, so I bought a new one. And both heads are new as we'll. whole motor is completely factory spec. Iv hot tanked the block and done all the proper checks and measures before putting it back together. But since it's out of the car and apart I figured hey why not put a little cam in it now. But I live in smog land and can't find one that will pass ca emissions. Or I can't find one that says it's compatible with a 97 everything on comps website says 92-96 so I have no idea what the difference is. Iv built a few sbc motors before but they were all pre smog or carbureted. I know I'm beating a dead horse but I can't find any good advice on this anywhere. I

The OBDII was in 96+ cars. The LT4 was available in the 97 30th Anniversary Camaro SS. So I don't know why it would not pass an emissions test. Although, I'm not sure about CA.

I saw a forum post that was a 96 corvette with the lt4 hot cam pass Cali smog but I wasn't sure about the Camaro being different or the 97lt1 different from the prior years

The reason they qualify the parts for 92-96 is because those are the only years the LT1 was used in the Y-Body (Corvette). The F-Body years were 93-97. So anything that works in 92-96 Corvette will work in a 93-97 F-Body (Camaro/Firebird).
Whether you will pass emissions will not be determined by someone looking at the cam and saying that is not a CARB-EO part - they have no way of determining what cam is in the car, other than tearing down the engine. It will be determined by the tailpipe emissions.
The tailpipe emissions depend on the cam specs and the tune. You need a tune with a cam, particularly if you are trying to pass CA emissions. Perhaps someone has found a cam that will pass in CA without a tune, but it's likely you would be giving up some of the performance gains, and possibly encounter driveability problems without a tune.
The LT4 HOT cam was not installed in the 96 Corvette LT4 from the factory. It was a dealer/GM Performance Parts sold performance upgrade. The stock LT4 cam is not much different than a stock LT1 cam. The main difference is the 1.6X full roller rockers used with the LT4, compared to 1.5X roller-tip rockers in the LT1.

I have a 1997 SS. I passed all smog/ testing with a Crane roller cam for an LT1. Advertized as an emmissions ready cam. It had approx 0.5 lift and 218* on I/E. Also a 117 lsa. Still is one of my favorites. Was easy to program with a Hypertec PCM prg module. It was also good as a blower cam. On the Crane web site. B.

FWIW I run the COMP XFI 466 cam, with a good tune, passes Calif. smog easily.
