If the car was sold new without Z rated tires, then it has a speed limiter programmed into it. The speed limiter can be eliminated by someone who has the proper equipment to reprogram the PCM.

Also has a speed limiter if it has the Z-rated tires...... but its set to 255 MPH.

You can check for Z-rated tires by looking at the build code tag for RPO "QLC". The actual limit set for the standard tires varied over the year, from 109-118MPH.

What was preventing it from going faster? Did the engine suddenly cut out like it lost spark? What gear was it in? Why didn't you go full throttle? Maybe you just needed to put your foot on the floor.

Usually the build code tag is in the glove box. You should also have a tag on the door jamb, telling you what tires were on the car when it left the factory.

If the car was not equiped with z-rated tires, shouldn't it have the 115 MPH (or something like that) speedometer?

Yes.... that was the Z-rated all-season option offered starting in 95.

non Zrated tires car have the same cluster as a 6cyl camaro, and have a speed limiter of 120. Z rated cars have a speed limiter factory of 160. but with a LT1 tuner you can max it out to 255, but without touching it the speedlimiter is 160, but sounds like the original owner of your car was a cheap *** and didnt get the Z rated tires

My car has the QFZ code. Is it just an all season tire? Or will mine go up to 150-160mph? It seems everytime I get on the highway there's either too many cops or too much traffic! Damn Chicago!

I also have a Hypertech Power Programmer III that the previous owner gave to me with the car.
