I have replaced the opti the ICM and the coil along with the wires.. i have ran a few test the car IS sending a pulse to the injectors the icm harness is also getting power but its getting 7v on dc and 4 on ac while turning over.. i have ran out of hope any ideas

Getting 7v on what test? If it is supposed to be system voltage (closer to 12v) something is wrong, there.

Which ICM terminals did you measure with those results? I assume the 4 volts ac was terminal B (white wire). Was the 7 volts at terminal D (white/black wire) while cranking?
