Question 95 LT1 383 Stroker Kit having issues starting and running

First time in this world, looking for some advice. I just built a 2 seat sand rail (~1500lbs). The PCM has been worked over (VATS Disabled, EGR removed, etc). When I start it, It seems to be running rich (black smoke), then after a second or two it croaks. I kept thinking VATS until, I took some fuel in a spray bottle and it ran as long as I kept spraying.

Injectors are new, fuel pressure is constand 47lbs (Outside fuel pump, I have control). New ICM, New OPTI, New IAC, New MAP sensor, etc. Noid light shows activity until the last turn of the crank after it dies.

Now for the questions, for those of you who have played with the PCM before, is there a seperate routine for the start and the run settings for the injectors? If yes, any thoughts on what they should be set to?

If there are not seperate routines for Start Vs Run, then what?
