Other areas would normally be out of wack with a HC that high too. Secondly, my car was kept in awsome shape, driven a lot but kept in good shape. My Charcoal canister was toast and the same goes for the tube the goes from the tank to it.
I would guess that this will happen to most any Z thats over 10 yrs. Looking back at my previous emissions tests I saw my HC had started getting high for the last 4-5 years, i only started failing in the last 2 or 3 . Basically it got worse over time.

Where is the charcoal canister located and how easy and expensive is it to replace?

The canister itself is located in the the left rear fenderwell. Its easy to replace (tire off, remove the cover and replace canister)

However mine had a hose leak .. the hose was spongy and smelt like fuel. I had to drop the tank to get that replaced
