'94 exhaust hangars

I recently put the stock tailpipe extensions back on, and made sure all the bolts (including where the pipe connects to the muffler) seemed pretty tight. I've driven the car a couple times since that, and the passenger side tailpipe keeps sinking closer to the ground. I'm assuming the '94s only came with a hangar connecting the tailpipe on the driver's side to the frame, and no hangar in the same spot on the tailpipe on the passenger's side. Is this as poor a design as I'm thinking(?) or did a previous owner remove a hangar there? It could be that the bolts and clamp on the muffler are really rusty, so that the tail pipe can't grab hold enough to stay put. Any idea's?

Btw, I tied an old curtain cord around the tailpipe and through the two holes in the frame just above the tailpipe, then gooed up the knot on the cord with adhesive sealant...

Any exhaust shop could tack weld the tube to keep it from rotating for a small charge.
