'93 Z egr delete

Can I unplug the vacuum lines and plug them, leaving the EGR valve in place?It seems that the EGR is "coming on" at 1800RPM to 2200RPMs, affecting the engine by rough running in that speed range.
GM's hot cam, 1.6 rr's adj F.P. regulator and 52mm T.B.,Tuned by PCM for less.
Any suggestions would be appreciated.

Yes, the valve will act as a block off plate as long as it is sealing properly and no vacuum is supplied to open it.
