Yes, but a lot of those open road race cars have large air dams, or they are slammed in the front. Karl Chicca's 69 firebird which I have a video of him doing 210, has actually turned the hood into an downforce producing wing. It is raised where the hinges would be about 3-4" off the fender line, with the in car camera at that speed, teh hood wobbles like a noodle. Kinda spooky.
A plan I had for my 1st gen was to have Crawford or ACE composites mold in some louvres across the fender area's of the hood, and use a stretched front airdam with a 4th gen air dam attached to the back of it about 1" off the ground. That should get rid of front end lift.
