If you build a 355, you can turn the rpm necessary to make power. If you get it set up correctly with a well ported aftermarket casting, Super Victor intake manifold converted for LT1/EFI, solid roller, high compression, and all the supporting mods you could certainly hit 500rwhp but it isn't going to be cheap.

A good solid roller 355 will have ~$1200 in the bottom end, $1000 in machine work, $2500 minimum in the heads (aftermarket castings plus porting), $3000 in the intake/valvetrain/cam, $1500-2000 for aftermarket engine management, and a $1000-$2000 for bolton's depending what you need.
The cheap way to 500rwhp is a cheap 355 (good pistons, rods, and the stock crank) with a cam and a big shot of nitrous. It will get there on stock heads even.
