i just failed my smog test, and decided to buy a scanner to see what codes are making my check engine light come on and i was really surprises
here are the obd1 codes

then it repeats 89, 88, 87, 86, 85 for some reason which i have no idea why.
is it possible that all these things are wrong and how much wold it cost to replace all of this???

First off, you don't have a chip you can replace. Programming is done by flashing the chip memory.
Second, reset your PCM by removing the PCM BAT fuse for about 30 seconds and then take another scan and see what is there. You can find a list of f-body specific trouble code by the link in my sig.

You have a '94 tht has flash memory not a replacable chip. You will have to re-program the pcm with a good copy of your tune. From the list above, someone may have swapped in a pcm from an automatic car (or they may have swapped in the manual). Most likely what happened was that someone tried to re-program the car, killed the computer (not as hard as you might think), then replaced it with one from an automatic (or at least an automatic tune)
I always clear the codes and drive it a little while. For some reason, the phantom codes will apprear when you have other codes. Then look at http://shbox.com/1/Dtcs.htm for the description of the codes.

alright i removed the fuse and it got rid of 5 codes whihc were related to the egr but a lot of them are stil shoing up like 98 and 99
and also my check engine light doesnt turn on when i turn the key on and thats another reason to not passing smog
any tricks to turning that back on??

Even if you "clear" a code with a scanner, its going to come right back if the problem is still active, once the engine or trans operates under the conditions where the PCM runs the diagnostics.
To clear, pull the "PCM BAT" fuse for 30 seconds.
What scanner? A lot of those aren't even valid codes for a 94 LT1.
I think he means the light is out, as in not working. It's not lighting up during the 'light test' when you turn the key on. Someone may have pulled the bulb, or it could be out.
Just a tip, just because the code may be present does not mean that sensor is defective. The sensor may be triggered but something more in depth in the engine. So dont just replace sensors hoping to fix the problem, you will spend a pile of money. Sounds to me like there is something going on in your pcm like carguy was saying.
