On a 3 relay system, does one burned fan motor going south prevents the operation of the other at low speed?

Found a bad fan, relay and fusilble link- oh I love doing automotive electrical...

On low, the fans operate in series, so if the connection was interrupted to one (motor burned out), the other would not work.

 

This thing gives me a headache just looking at it, but it may help you out some.

Well I did the fancy LED light Fan Mod from the several posts in here and abroad, good directions but was not a very reliable setup even with top notch components, switches, etc. So I tried just jumping the relay...well on a 97 at least that resulted in one fan spinning super slow while the other was on high and car would run the norm 210 or whatever. PCM Tuning after my engine install was the #1 Key and I'd highly recommend it over a switch now. My temp never reaches over 170 on a hot day sitting at a light for 10 minutes.
