It could indicate corrosion on the ground lug. But if you look at the voltage loss on the black wire in your photo, it's in the 1/100ths of a volt. Of course that's at no load, since the connector is unplugged. Never hurts to clean the grounds up.

The black wire should be no resistance to ground. Check your meter by touching the leads together to see if it reads zero resistance when on the ohms scale.

I thought those #'s looked high but what do i know?!?
Should I re-bond the black wire to ground to improve the connection ?

I have replaced the ICM and it hasn't given me a problem.
Resolved no fire!

still sounds like she has a miss time for a rescan now that she runs again!
THANKS TO ALL WHO CONTRIBUTED!
I also cleaned up the ICM ground and now have .70 ohms of resistance from the pin of the black wire to the engine groundstraps.

Just by luck I pulled the battery to put it in another car for an hour and when I put it back in the Z28, the misfire/flutter was gone.
Yes I ment to say pull the high voltage wire that goes from the coil to the opti.
