1993 Z speedo question

Just wondering if it's electronically controlled or not. I don't think it is, but I'm not sure. I started my car today for the fist time since November, and I'd be driving about 30 mph and the speedo would show like 70 or so. Also, when I'd rev the car up in neutral the speedo would climb pretty much just like the tach.

Yeah, I am a member there. Just thought somebody here might know why that was happening.
