IMO:

headers - used you can do it for around $500. If you go new, thats going to take most of your budget.

CAI - I made mine out of PVC pipe for about $60 with the K&N filter

torque converter - you can find a good one for around $500 or so, check midwest converter (I think), yank Industries, or Precision Industries. Most people will recommend you go with a 3000+ stall

lots of people are going to tell you to ditch the flowmaster because it hurts performance. Ask them to show dyno sheets to prove that Lots of really fast cars are running flows...

These mods should really wake up the car.

Torque converter for sure, depending on the brand you get you could also get some Long Tube headers.

Two mods I would recommend the most are both about the same price. #1 get a stall converter. With that alone you'll gain a good 4-5 tenths in the quarter. No hp increase but your car will get into it's powerband with a vengence. Also you NEED a tranny cooler with it or you'll overheat your tranny, which is real bad. Add a shift kit to tighten up the shifts, which is well worth it and your set. Vigilante is supposed to be the best but Yank is good and I've heard of others being good. I'm very happy with my Vig. So saying you get a Vig. 2800=$700 ,B&M 28000 GVW tranny cooler=$60,and Trans-Go shift kit=$110. Those are all new prices, you can find things used or new but never installed on this site much cheaper. That's about $900 and left over a little to have someone install it if you are gonna have that done. #2 would be Hooker or Jet Hot longtube headers. Definately definately get the coated ones. Looks alone is much much better and the fact that they keep down heat, rust, etc is well worth it. Coated headers are around $600 and a non cat Y-pipe is around $160. You could have a muffler shop make a Y-pipe custom for you for around $80-100 bucks though. So there's about $700-$800 bucks for about 30-40 rear wheel horsepower. Still leaving some cash to pay for the install or just do it yourself with some patience. Hope this helps. Sorry so long btw.

higher stall converter, gear, sticky tire, long tubes. all of those help out a great deal. get a trans cooler if you get the converter.

Oh I didn't notice that you don't have a CAI yet. That's a natural first mod for every LT1. Unless the car is a ram air and even then some of those guys go with cold air because it's said to flow better. You can pick up a used on off of here for $100 or less. I got my used K&N FIPK for $100 and it was only about a month old. You can buy that anytime. But I'd recommend getting that whenever you get what other mods your getting. $100 isn't that much considering your looking to spend $1000. You can just buy it any other time anyway if the funds for this purchase are all used up. Definately get one though. There are several to choose from but I think Callaway is to be avoided, but don't quote me on that. I don't want to be knocking a good working product. I doubt you'll find a used one that sucks anyways since most people are warned from buying them new anyway. You can also build your own for like $40 bucks, but some people just like to buy it and put it on, they aren't into building. It's your preference. I noticed a good sotp increase after I installed mine. Again sorry so long. I'm long winded.
