Looks like a good idea. I changed my fuel pump the right way the time I did it... but it was a lot of work.
With the carpet covering it, you won't see anything anyways. And they went pretty crazy with the screws... I doubt they would have any problems with leaks and such. The only thing I would do is maybe paint or coat where it was cut... just to prevent corrosion on the untreated metal.
The only thing I wonder about is how safe it is to use a blow-torch to cut the hole when it's so close to the fuel tank?

I did mine with an air hammer and chisel. Took about 5 min and no sparks whatsoever. That is the safest way to do it and you won't mess up the gas tank or blow yourself up. You can get them from sears.

I used an air-hammer with a chissle bit on mine. Worked like a charm; didn't even disturb the dirt sitting on the tank.
