Will bad O2's make the car run rich?

Will bad O2's make the car run rich?
Just like the title says. I'm not home right now and my car has/had a SES light that was for the car running rich. I am 99% sure my front O2' are bad (rears are programmed out) and I was wondering if the bad O2's would cause the car to run rich and sluggish performance?
