I'd say heads & cam and a ~200 shot of nitrous should do it

Sure, it could be done without a power adder. Stock displacement, no way. You would need a large stroker, some AMAZING heads, a large solid roller cam, and a beefy bottom end. Realistically though, i doubt it would be very streetable.
