Supercharger, or Heads/Cam...
Or get the 8.1L, 496 cubic inch engine that's going into the new trucks!! It's a big-block that's fashioned after the LS1 (ie: individual coil-packs per cylinder, and it's a full-roller motor too I believe)!!
When all else fails, go big or go home!
Seriously, build a good motor first, then worry about what separate power booster (supercharger/turbo/NOS) you want to add. If you build a motor right, you could have a fast naturally aspirated car --- then add your S/C, and the car will f'ing fly!!!

You must be shopping in the wrong place. 450 is the most expensive Ive seen. remember if he gets heads, he wont need springs and retainers, they will come with the heads...I would go with the supercharger first. mainly because I would want to lower compression with an SC, and I would rather do that after I have the SC instead of doing it N/A. also as was said a blower specific cam will work great will a blower, but only OK with H/C so I would rather have the blower on when sticking that in...
More than one person has put an SC on a stock head/cam/block car, so they seem to be able to take it, even then the problem isnt going to be the heads or cam failing, it will be the pistions/rods/crank probably in that order
