how do I take out the front blinker (running light) on my 99 T/A?

As for your lamp, look in front of the front wheel. There's a little rubber/plastic door in the bumper cover.

 

Take off the front air dam, then look under and you'll see a panel that encloses the bottom portion of the car, there's one on each side they have about 10 little bolts holding them in, then once you get that out there will be 3 more little bolts that hold the running light/blinker assembly in. Take those, take it out then just change the bulb.

 

Hmmm ... we must be talking about two different lamps.

I was talking about the DRL / turn signal lamp.
