Unhappy Rust flakes in oil ??

Pulled the oil fill cap today on my 2000 SS and I noticed that there were flakes of what looked and felt like "soft" rust. Sort of like rust and oil goo formed into mini (2-3mm across) corn flakes. What the heck is going on here? The car has 66k on the clock and the previous owner changed the oil 3~4k using regular 10W30. I remember that my LT1 used to get what looked like water condending on the under side of the fill cap and it looked rusty but no flakes or goo (That car always got Mobil 1 3.5~5k) Is this a bad sign or normal? Thanks

Sounds like it's just build up from having 66K miles, clean the cap and change the oil with a good grade of oil ( he may have changed the oil ( 3/4K miles but what brand did he use ).

The car never sat, 66k miles in 3 years is a lot of driving. It was his commuter car and he drove it everyday.
