I drive a 99 Z28 convertible and have replaced the rear control arms, installed relocation brackets, replaced the tortion bar with an adjustable one, am running 315x35x17 w/ 17x11" rims on the rear and 275x45x17 w/ 17x9.5 rims on the front, Eibach Pro Springs (lower of 1 1/2" to 2") and am still getting rear hop when I get on it from a dead stop. I also just spin in 1st and 2nd before finally grabbing and taking off. What am I doing wrong? The relocation brackets have two relocation holes and I have them in the top one, could that be the problem for the hop?
You want it in whichever hole that's gonna put the LCA's parallel to the ground. I believe most people put it in the bottom hole. Correct me if I'm wrong, but you didn't mention SFC's in your post. If you don't have them I strongly suggest getting them.
Also, do you still have the stock shocks? I've heard a few horror stories of people messing up their suspension because they didn't get new shocks to go with the new aggressive rate of springs.

Convertibles come stock with sub-frame connectors he can't put on aftermarket SFCs. Convertibles are notorious for wheel hop and there really isn't much you can do to help it. If you don't allready have one you can get a roll-bar installed to help stiffen up your chassis and protect you if you ever were to flip it. Other than having your adjustable pieces tuned where they need to be and installing a roll bar you have everything covered. Might evem try looking for a good performance shop close by to check out your suspension set-up.
Yes he can put on aftermarket SFC's. Convertibles did come with extra chasis support from the factory but its far from what is needed. BMR Fabrication is just one vendor that sells them. I recomend every f body get a set of SFC's installed.
Verts don't come stock with SFCs. Like said it's just extra support. Subframe connectors are a must, especially on a vert. Look into those. They probably won't help with the wheel hop.
Since you're car is lowered you more than likely will need the LCAs in the bottom hole of the relocation brackets. This is your best bet here, if this doesn't solve it, take the next step below.
Some adjustable shocks would help. Hal, KYB, Koni are all pretty good, but all are pricey. Do some research before you buy, don't just get them because a couple people on here told you too. If shocks don't fix the problem after relocating the LCAs, shoot me a PM and I'll see what else I can dig up.

Your lower control arms should be parralel to the ground. If the frame mounted side is lower than the rearend side, you will get wheel hop. It's better to have the rearend side lower if parralel isn't possible. You also need to make sure that the torque arm is adjusted right. Sorry I can't help you there. I'm one of those guys that thinks the stocker is fine.
As far as verts being notorious for wheel hop, this is the first time I've ever heard that. SFC's are available. I can't use them because I autocross and that will put me in a higher class than I run in now. The stock supports seem to be enough for me though. As far as the roll cage suggestion...
